Description
This sources sought is a request for information prior to drafting and releasing any resultant solicitation. The information contained in this sources sought notification is based on the best and most current information available to date, is subject to change and is not binding on the Government. Any significant changes will be provided in subsequent synopsis, if required. The Washington Headquarters Services (WHS) is seeking potential sources, large and small businesses capable of providing administration of the Sexual Assault Prevention and Response Office (SAPRO). Critical functions to be provided include: 1) Support implementation of DoD?s sexual assault prevention and response policies; 2) Develop and evaluate Department-wide training; 3) Establish and maintain metrics and reports of sexual assault; 4) Support the capability of the Department to respond to the needs of victims of sexual assault; 5) Coordinate policies related to the role and training of Victims Advocates; and 6) Disseminate information on DoDs sexual assault policies. Addition, support will include: project planning, control, and issue resolution resulting from changes in mission, policy or directives. Managing policy oversight, public affairs activities, records management and information archival, logistics support, and budget. Provide subject matter expertise in conducting review of reports. Guide all phases of planning, analysis, integration, documentation, and training efforts. Apply principles, methods, and knowledge of specific functional areas of expertise. Design and prepare technical reports, studies, presentations, training, and briefings. Manage the coordination of all studies, information papers, written products, and logistics of equipment and supplies. Manage travel orders and maintenance of spreadsheet tracking travel expenditures. Develop a strategic communications plan for the preparation of Congressional testimony, speeches and official responses for senior DoD leadership to respond to Congressional questions/issues. Write articles to be published in a variety of military publications or on Military Service Web Sites. Prepare responses to questions & answers, frequently asked questions and other public affairs products. Conduct analysis of media reporting to identify trends and evaluate effectiveness of media information effort. Develop, maintain and distribute key message papers and informational products on sexual assault prevention and response issues. Conduct conferences and workshops. Administer and track research reporting and controlled action assignments. Coordinate all studies, information papers, and other written products. Support logistics of equipment and supplies. Make travel arrangements including travel orders and maintenance of spreadsheet tracking travel expenditures. Establish and administer a comprehensive records management system of electronic and non-electronic records in compliance with DoD and National Archives Records Administration regulations and policies. Assist in the administration of controlled procedures and processes and tracks actions originating from control action assignment. In addition, to assist in the acquisition strategy development, please respond to the following questions: 1) Is your business small business [Small Disadvantaged, Women-Owned, Service Disabled Veteran Owned, etc]? 2) Provide a list of customers (Government/non-Government) within the past 5 years highlighting similar work performed. Include contract numbers, contract type, dollar value of each procurement, and point of contact/address/and phone numbers and a brief description of the work performed. 3) Provide information relative to past performance that demonstrates the ability to provide ALL capabilities noted. 4) Other pertinent information: E-mail responses without the aforementioned information will not be recognized as valid. ALL PROSPECTIVE OFFERORS MUST RESPOND TO THIS SYNOPSIS VIA E-MAIL. TELEPHONIC REQUEST FOR SOLICITATIONS AND OR INFORMATION WILL NOT BE ACCEPTED OR RETURNED. Submit responses no later than October 27, 2006, 10:00 A.M. EST. Your response is limited to 10 pages. NO SOLICITATION EXISTS AT THIS TIME. The Government reserves the right to conduct oral capabilities demonstrations that will be scheduled at a later date. This is not a commitment on the part of the Government to award a contract as a result of the notice or pay for any information received.
