- NASA/DFRC plans to issue a Request for Proposal (RFP) for Engineering and Technical Services (ETS) for Flight Research and Development. This anticipated competitive effort is a follow-on to the existing contract requirements in the ETS Contract (NAS4-02021). The ETS Statement of Work (SOW) will include support in the following areas: (1) Aerostructures, (2) Meteorology, (3) Flight Test, (4) Aerodynamics, (5) Flight Controls, (6) Flight Dynamics, (7) Flight Systems, (8) Flight Instrumentation, (9) Flight Operations Engineering, (10) Propulsion & Performance, (11) Aerospace Vehicle Systems Design, (12) Systems Safety and Hazard Analysis, and (13) Project Management and Information Systems. The potential source will also provide research functional support for the operation of the DFRC Calibration & Environmental Test Lab, Flow Visualization Facility, Instrumentation Lab, Model Design & Fabrication Shop, and Aerostructures Laboratory. Public Affairs, Commercialization, Education, Management System Documentation and ISO 9000 Compliance in addition to Special Projects and Studies will also be supported by this effort. All work is currently being accomplished within Government provided facilities at the NASA Dryden Flight Research Center located at Edwards, California. This competitive procurement will result in an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Cost-Plus-Award-Fee (CPAF) and Cost-No Fee Contract Line Items. The new contract will have a two year base period, one three year option and award term periods of 5 years. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541710 and 1500 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about November 3, 2006 with an anticipated offer due date of on or about December 4, 2006. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
