- THIS IS A SOURCES SOUGHT SYNOPSIS. No Proposals, quotations or bids are being requested or accepted with this synopsis. DESCRIPTION: This is a SOURCES SOUGHT SYNOPSIS. No proposals, quotations or bids are being requested or accepted with this synopsis. This synopsis is a market research tool being utilized by NAVFAC Southeast Meridian FEAD to ascertain if there are vendors capable of providing the following equipment in compliance with FAR 52.225-9 Buy American Act ? Construction Materials. REQUEST This is a request for proposal, sizing availability, and ARI performance efficiency for high efficiency HVAC equipment for heat pump cooling and heating of Navy buildings. Only electric powered air cooled/heated heat pumps may be submitted which conform to the following performance. Type heat pumps are multi-zone. SIZING Provide information for 1 ton to 200 tons (one ton is 12,000 BTU per Hour) capacity air conditioning heat pump systems air cooled or air heated. Provide list of tons sizing available and model/designations. The compressor electrical supply shall be either 208 volt or 230 volt three phase. Types of systems: split type with outside condensers single air handler split type with outside condensers multiple air handlers combined units such as rooftop designs. PERFORMANCE The required performance: Provide the tested performance data for cooling and heating BTUH with power consumption watts, and computed efficiencies per ARI 210/240 testing method, at power factor of 0.97. When cooling at 95 F dry bulb outside condition, indoor 78 F db, 67 F wb: The minimum acceptable rating shall be at least SEER 16. When heating at 47 F dry bulb outside condition, indoor 70 F db, 60 F wb: The minimum HSPF rating shall be 8.0. When heating at 17 F dry bulb outside condition, indoor 70 F db, 60 F wb: The allowable COP rating shall be 7.0 to 10.0 BTU/Hour/watt, 75% of the heating efficiency at 47 F dry bulb case. When heating at 0 F dry bulb, indoor 70 F db, 60 F wb The heating BTUH per watt shall be 50% of the heating efficiency at 47 F outside air. COUNTRY OF ORIGIN The product items must be fully identified by the manufacturer and each item must have the country of origin. Indicate if the equipment does or does not meet FAR 52.225-9, Buy American Act-Construction Material. NO SOLICITATION IS CURRENTLY AVAILABLE. This Sources Sought Synopsis is to assist the Facilities Engineering Division, NAS Meridian, MS in determining potential sources only. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited.
