Description: The requirement calls for one Personnel Transfer Vessel (PTV) capable of performing open ocean personnel transfers up to sea state three. The PTV shall have fendering to allow for underway personnel transfers to and from sub-surface vessels. The personnel transfers will take place underway in open ocean at speeds up to five knots. The PTV shall be capable of transferring up to 24 personnel with luggage from the berth of departure up to ten miles outside of Pearl Harbor. The PTV shall be twin screw or better and be capable to effectively maneuver alongside a submarine with enough power to break any suction forces.
