Description
The US Army Space and Missile Defense Command intends to negotiate on a sole source basis with 3D Research Corporation (3DRC), Huntsville, Alabama, for a two (2) month extension to the current 3DRC Contract DASG60-03-C-0107. The proposed action is p ursuant to 10 U.S.C. 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii). This extension is required to maintain uninterrupted Meteorological Support Services (MSS) in support of the US Army Kwajalein Atoll/Reagan Test Site (USAKA/RTS) mission operations pending completion of a competitive award currently underway for MSS. Award to any source other than 3DRC would not support current agency commitments and test schedules and would result in unacceptable delays and subst antial costs. This action will be a modification to the existing cost plus fixed fee contract. The extension will support the execution of work planned until a new competitive award can be completed. The significant duplication of cost involved with a n ew contractor is considered to be well beyond any cost savings that might be achieved through competition of this short term effort. Under the authority of FAR 6.302-1(a)(2)(iii), this action is directed toward 3D Research Corporation. This acquisition i s not open to foreign firms. All responses should be directed to Dianne Trimble at dianne.trimble@smdc.army.mil and must be received within fifteen (15) days from the publication date of this synopsis. No telephone inquiries will be accepted. The propos ed contract action is for supplies or services for which the government intends to solicit and negotiated with only one source under the authority of FAR 6.302-1(a)(2)(iii). This notice of intent to negotiate a sole source modification to Contract DASG60- 03-C-0107 is not a request for competitive proposals. A determination by the government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a response which will be considered. This is NOT a formal notice of solicitation. Telephone or facsimile inquiries and/or responses will not be accepted.
