Description
In recent years it has become increasingly difficult for the Army to support many of the ground combat vehicle testers which are currently deployed. As time progresses certain components which are critical to the proper operation of a vehicle tester are no longer available in the marketplace. As a result, the Army is required to either reverse engineer the needed parts or find equivalent replacements from an alternative resource. The STE M1/FVS (simplified test equipment M1/fighting vehicle system) test equipment, which is used to test the turret, engine and hull of the M1A1 tank, has parts which are becoming obsolete. The U.S. Army ARDEC is interested in acquiring information from prospective vendors on solutions not to replace the entire CIB (Controller Interface Box) or VTM (Vehicle Test Meter), but only the obsolete components within each respective unit. The components within the VTM that have obsolescence issues are the following: 32K PROM Memory CCA, Computer CCA, Special Circuits CCA, Multiplexer/Analog-to-Digital Converter CCA, Communication CCA, Clock/Display Driver CCA and the Ignition Interrupt Driver (AB) Capacitor Bank. There are certain skill sets which are needed to be able to successfully resolve these obsolescence issues, an extensive knowledge of the DFL (Diagnostic Flowchart Language) programming language, an intimate familiarity with the operation of the VTM and the CIB and their associated circuitry as well as access to and an in-depth understanding of each part???s Technical Data Package. A through understanding of the electrical wiring harnesses, wiring diagrams and functional logic of the M1A1 is also required. Interested parties are invited to indicate their interest by providing a document outlining the list of engineering tasks they believe need to be performed. All information is to be submitted at no cost or obligation to the government and should be sent within 30 days of this announcement to: Department of the Army, U.S. Army ARDEC, AMSRD-AAR-AEF-A, Bldg 91, ATTN: Scott Gearhart, Picatinny, NJ, 07806-5000. This is a Market Survey for information purposes only, and not a pre-solicitation notice, nor a request for proposals. If a formal requirement is generated at a later date, a pre-solicitation notice will be published. All comments or questions in response to this market survey are due no later than November 17, 2006.
