- The anticipated award date will be:16NOV2006 Electronic procedure will be used for this solicitation. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed in the solicitation. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call the Ombudsman at (405) 736-3273. DO NOT CALL THIS NUMBER FOR SOLICITATION REQUESTS. Request for Written Quotation will be issued. The anticipated award date will be 60 days after the issuance of this notice. See Note(s) 1 and 26. You are REQUIRED to be "EXPORT CONTROLLED" certified in order to receive and view the drawings for this solicitation. If your company intends to become export control certified there is a web site for registration, the website is http://www.dlis.dla.mil/jcp/ . Contractors need to complete DD Form 2345, Military Critical Technical Data Agreement available at http://www.dtic.mil/whs/directives/infomgt/forms/eforms/dd2345.pdf . Oklahoma City Air Logistics Center now disseminates Technical Data Packages for solicitations through a single government web site at https://www.fedteds.gov. These drawings are available and may be obtained, after initial registration, through the FedTeds VENDOR REQUEST menu option.
