- This announcement constitutes a Notification of Intent to Exercise an Option. The F-22 System Program Office (SPO), Aeronautical System Center (ASC), is planning to exercise option Period J, Calendar year 2007 for Contract F33657-97-C-0031. The F-22 Program Support Statement of Work (SOW) specifies engineering and other technical tasks and services to be performed by the Contractor in the support of F-22 production and support contracts. These tasks and services are not uniquely linked to a specific production lot or individual products within a lot. Scope of Period J is PSAS support required to support deliveries of on going lots. The F-22 aircraft blends low observability with advanced avionics, a highly maneuverable lightweight airframe/ and ability to supercruise. The F-22 is designed to detect, engage, and destroy an opposing force before detection. Further, the F-22 possesses air-to-air as well as air-to-ground capability. Lockheed Martin Aeronautics Company (LM Aero), Marietta, GA is currently the prime contractor for the engineering and manufacturing development of the F-22 aircraft as well as the production of Production Representative Test Vehicles (PRTV), PRTV II and Low Rate and Low Rate initial Production (LRIP) Lots 1,2,3,4, and 5. This is a follow-on effort, which in accordance with FAR 6.302-1 (10 U.S.C.) 2304 (c)(1), ?Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements,? is being awarded on a sole-source basis to the F-22 Prime Contractor, Lockheed Martin Corporation, Fort Worth, TX 76108. Lockheed Martin is the only known firm with the knowledge, experience, and technical data to perform the program support effort without substantial duplication of effort and cost to the United States Air Force (USAF), and unacceptable delays in meeting the USAF requirements. A Firm-Fixed-Price type contract is contemplated. The period of performance for the support services and material ordering is Jan 07 through Dec 07. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel.
