Description
The VA VISN 19 Rocky Mountain Health Care Network, Glendale, Colorado intends to negotiate a commercial (FAR Part 12) sole source procurement with HRP Associates, Incorporated, 1755 York Avenue, Apartment 31H, New York, NY 10128 under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.     The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12.     The Request for Proposal is VA-259-07-RP-0014.     The North American Industry Classification System Code (NAICS) is 541710 and the small business size standard is considered 500 employees.     A justification for other than full and open competition has been prepared in support of this acquisition.     This procurement is to obtain assistance in preparing and applying for the accreditation of its human research protections programs at the Denver VA Medical Center, located at 1055 Clermont Street, Denver, CO 80220. Services required are as a result of the Office of Research and Development, VA Central Office mandate that all VA research programs be accredited by the Association for the Accreditation of Human Research Protections Program (AAHRPP) by CY 2007. The Contractor shall assist in the evaluation and preparation of the application for accreditation, preparation of an element-by-element index to the supporting documents and in the preparation of the supporting documents necessary to meet the standards required for accreditation of the Denver VAMC's human research protections program by the AAHRPP. No solicitation document exists and no telephone inquiries will be accepted. All interested persons may identify their interest and capability to respond to the requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Government will consider all proposals received by 1:00 PM Mountain Standard time October 24, 2006. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
