Description
It is the intent of the National Library of Medicine (NLM) to negotiate on a sole-source basis with Steven J. Berkowitz, under the authority of FAR 6.302. It is anticipated that award will be for a base year plus one option year. This procurement is for expert accounting expertise with various federal accounting business functions. This notice of intent is not a request for competitive proposals. However, the government will consider all responses received no later than the closing date of this announcement. This service will be procured under FAR Part 13 (Simplified Acquisitions). Vendors may identify in writing their interest and capabilities in response to this requirement or submit a proposal. A determination by the government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Given the stringent timeframe of the program, NIH Business System (NBS), a one to three month learning curve is not considered beneficial. A delay in services would cause the enterprise project tremendous set-backs and could be deemed detrimental to the deployment of the next modules which are scheduled for release in February 2007. Mr. Berkowitz has expert knowledge of federal accounting business functions such as financial reporting, SF133, FACTS I, FACTS II, Balance Sheet, Statement of Changes in Net Positions, Statement of Budgetary Resource, Statement of Financing, Statement of Custodial Activity as well as cash management and internal controls as directly related to the usage of functionality of Oracle Federal Financial Applications. Most importantly, Mr. Berkowitz has the familiarity with the Nil Office of Financial Management, Federal Accounting Standards Advisory Board (FASB), the American Institute of Certified Public Accountant, Treasury Department and the Office of Management and Budget. Mr. Berkowitz has 23 years of working experience with the NIH in various capacities and 5 years experience as an auditor with the U.S. General Accountability Office. He has overseen the development of various funding policies and procedures including the Service and Supply Fund?s (SSF) unique no-year funds authority and the NIH Management Fund (MF). Mr. Berkowitz possesses an extensive knowledge of and experience with managing the Congressional Budget justifications for the MF and SSF, internal governance and budget review process, rate development process, the daily execution of the budget, billing for services and collecting resources. Within the enterprise system, Mr. Berkowitz was instrumental in the roll out of the general ledger module to ensure that is Standard General Ledger compliant. The contractor will participate in all aspects of the assigned functional area activities and will have full responsibility for carrying out projects and certain assigned duties, such as: ? Provide mastery expertise in identifying funding trends for vendor liabilities; ? Developing funding trends; ? Writing analytical open documents as part of the data conversion effort; ? Provide guidance on no-year funds and carry-forward balances; ? Providing accounting expertise for various issues.
