Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number N40084-07-T-0805, and is issued as a Request For Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13. CONTRACT LINE ITEM A0001: A. DESCRIPTION. Van, Carryall, 7-passenger, Wagon, 4x2, Gasoline Engine Driven, Right Hand Drive. (a) QUANTITY: Two (2) each . Note: Vehicle/Equipment and furnished accessories shall comply with Japanese Motor Vehicle Safety Standard in effect on the date of manufacture. B. DIMENSIONS AND OTHER SPECIFICATIONS. a. Wheel Base: Not to exceed 2,900 mm; b. Overall Width: Not to exceed 1,700 mm; c. Overall Height: Not to exceed 1,900 mm; d. Overall Length: Not to exceed 4,700 mm; e. Passengers (including driver): 7 Passengers; f. Gasoline Engine Displacement: 3,300 cc; g. Colors: Black, Blueish Gray. C. OTHER REQUIREMENTS. a. Automatic Transmission; b. Air Conditioning: Auto dual air conditioner, other than R12 Freon Refrigerant; c. Power Steering; d. Power Brakes; e. Power Windows; f. AM/FM Radio; g. Floor Mats; h. Front Door visors (Right & Left); i. Rustproofing: Completely rustproofed to the maximum level available; j. Seat upholstery: Leather covered, including armrests. First and second row seats must swivel/rotate 180 degrees. Third seat must be sliding adjustment type. k. At a minimum, manufacturer?s standard accessories, such as lighting, heating, defrosting, batteries, ventilation, windshield wipers and washers, inside/outside rear view mirrors, sun visors, front/rear bumpers, armrests, jack, spare tire, tire wrench and seat belt/shoulder harness for driver and passengers will be provided. l. Manufacture shall provide 2 blank white license plates per vehicle (standard size). m. The vehicle shall be furnished with manufacturer?s standard warrant. n. Each vehicle will come with two (2) complete sets of operator?s manual/technical repair data and parts catalogs each in English and Japanese along with the standard manufacturer?s warranty plan. D. INTENDED USE: The vehicles covered by these specifications are intended for general administrative use by the US Government in transporting personnel and materials. The vehicles furnished hereunder shall be delivered for immediate use. E. DELIVERY DATE: The vehicle shall be delivered at the delivery point specified below within 60 calendar days after the date of award. CONTRACT LINE ITEM A0002. A. DESCRIPTION. Truck, Utility, 1/2 Ton, 4x2, 4-Door, Metal Enclosure, Gasoline Engine Driven, Right Hand Drive. (a) QUANTITY: Four (4) each. Note: Vehicle/Equipment and furnished accessories shall comply with Japanese Motor Vehicle Safety Standard in effect on the date of manufacture. B. DIMENSIONS AND OTHER SPECIFICATIONS. a. Overall Length: minimum 4,700 mm; b. Overall Width: minimum 1,800 mm; c. Overall Height: minimum 1, 700 mm; d. Wheel Base: minimum 2, 700 mm; e. Gasoline Engine Displacement: 2, 600 cc; f. Passenger (including driver) seating: Five (5); g. Colors: dark blue, red, light blue, black. C. OTHER REQUIREMENTS. a. Automatic transmission; b. Air conditioning: Other than R12 Freon Refrigerant; c. Power steering; d. Floor mats; e. Power brakes; f. AM/FM Radio; g. Manufacturer shall provide a variety of their standard color options. h. The vehicles shall be rustproofed completely by the manufacturer to the maximum level available. i. As a minimum, manufacturer?s standard accessories, such as lighting, heating, defrosting, batteries, ventilation, windshield wipers and washers, inside/outside rear view mirrors, visors, front/rear bumpers, arm rests, jack, spare tire, tire wrench and seat belt/shoulder harness for driver and passenger(s) will be provided. j. The vehicle shall be provided with manufacturer?s standard seats. k. The vehicle shall be furnished with manufacturer?s standard warranty. l. Each vehicle shall be provided with 2 each blank license plates (Standard size). m. Two complete sets of technical repair data (maintenance manual) and parts catalogs, each set in English (if available) and Japanese. D. INTEDED USE. The vehicles covered by this specification is intended for general administrative use by FOB-J personnel in transporting personnel/cargo. The vehicles furnished hereunder shall be delivered for immediate use. E. DELIVERY DATE: The vehicle shall be delivered at the delivery point specified below within 60 calendar days after the date of award. Following requirements shall apply to the both vehicle types. F. SAFETY: The vehicle shall comply with Japanese domestic safety and exhaust emission control requirements. G. DELIVERY POINT: All transportation charges borne by the contractor to: Department of Defense, FOB-J, Unit 45013, Bldg. 102, F Wing, APO AP 96343-5006, POC: Jim Blackmon (primary), Telephone Number: DSN 263-3292 (office), Cellular Phone: 080-6561-4251; Fred Osborne (alternate), Telephone Number: DSN 263-8252. H. INSPECTION AND ACCEPTANCE: Final inspection and acceptance of the vehicles furnished hereunder will be made on Standard Form 1449, block 32a through 41c, by the receiving officer or his authorized representative at the time and place of delivery as specified. I. INVOICE WILL BE SUBMITTED TO: Department of the Navy, Resident Officer in Charge of Construction Yokosuka, PSC 473 Box 13, FPO AP 96349-0013 (Bldg. 1828, Tomari-cho, Yokosuka, Kanagawa, Japan 238-0001). FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, and clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and are incorporated by reference. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR provision 52.212-1, Instructions to Offerors ? Commercial Items, applies to this acquisition and is incorporated by reference (a) The Government reserves the right to award one or more contracts to one or more contractors. FAR provision 52.212-2, Evaluation ? Commercial Items, apply to this acquisition and is incorporated by full text, as follows: 52.212-2 Evaluation-Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requirement; (2) price; and (3) past performance. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. All quotes shall be in the English language and priced in Japanese Yen only, and shall be signed by a person authorized to bind the company. All quotes shall include (1) Price Quotation: One (1) set, (2) Completed Representations and Certifications: One (1) set, (3) Technical Proposal: One (1) set, and Past Performance information: One (1) set. TECHNICAL PROPOSAL REQUIREMENT: (1) Catalogues or other product literature identifying the features and specifications of each items offered. At a minimum, the literature should identify compliance with the specifications: Two (2) sets. (2) The Contractor shall identify in his proposal as to which specified items his proposed items meets. The contractor may use the specification by putting a ?YES? or ?NO? in red ink pen at the end of each specified item, and submitting it with the proposal. Any deviations from the Government?s proposed specification shall also be identified in red ink pen and submitted with a deviation summary: One (1) set. (3) The contractor shall provide the name, address and telephone number of the dealer that will provide the warranty work. All quotes are due on 22 November 2006 at 1000 hours (Japan Time). All quotes shall be submitted to: Naval Facilities Engineering Command, Far East, Resident Officer in Charge of Construction, Yokosuka, PSC 473 Box 13, FPO AP 96349-0013 (Bldg. 1828, Tomari-cho, Yokosuka, Kanagawa, Japan 238-0001).
