Description
AMENDMENT 0002: This amendment is being issued to provide responses to questions submitted on Friday July 7, 2006. The proposal due date remains unchanged. (End of Amendment) The Department of Commerce National Oceanic Atmospheric Administration, National Weather Service International Activities has a need to Upgrade the World Meteorological Organization (WMO) Global Telecommunications System (GTS) in Sri Lanka and Maldives. This is a combined synopsis/solicitation for commercial items with the commercial solicitation attached to this announcement. This announcement constitutes the only solicitation; proposals are being requested. This acquisition is a 100% small business set-aside. The NOAA National Weather Service (NWS) seeks to acquire Message Switching Systems (MSS) and meteorological workstations to be integrated into the National Meteorological Centers in Colombo, Sri Lanka, and in Malé, Maldives. These systems are intended to provide the respective meteorological departments with an increased capability to receive, display, and appropriately forward weather bulletins and data received through the WMO GTS. Receipt, processing, display, and forwarding of tsunami and other weather and non-weather related warnings available over the GTS for the affected regions are of critical importance. Work will be performed at up to four facilities depending on whether the Contractor is awarded a contract that covers either one or both of the subject NMCs and whether associated options for meteorological workstations are exercised. These locations are as follows: Sri Lanka: (1) National Meteorological Center in Colombo and (2) Meteorological Office at the Bandaranaike Airport; The Maldives: (1) National Meteorological Center at the Malé Airport and (2) Meteorological Office in Gan. All system design, installation, and integration work performed by the Contractor shall conform to the requirements of Attachment A – Functional Requirements attached to this announcement. Proposals are to comply with the attached solicitation. Questions about the solicitation should be received by June 22, 2006. Answers to questions will be posted via an amendment to the solicitation 2 days of receipt. All questions should be sent to Anita Middleton at Anita.R.Middleton@noaa.gov.
