Description
NAICS Code: 421430 The U.S. Environmental Protection Agency (EPA) Security Management Division intends to award a firm fixed price purchase order to obtain a printer with in-line encoding for Personal Identity Verification (PIV) cards and a high security laminate. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The following clauses and provisions are applicable: 52.212-1, Instructions to Offerors -- Commercial 52.212-3, Offeror Representations and Certifications--Commercial Items 52.212-4, Contract Terms and Conditions -- Commercial Items 52.204-7 Central Contractor Registration Homeland Security Presidential Directive 12 (HSPD-12) established policy for a common identification standard for Federal employees and certain contractors. Federal Information Processing Standard (FIPS) 201-1 implements the Directive by defining the overall technical requirements for PIV, the foundation of the common identification standard or PIV card. All Federal agencies, including EPA, must be fully PIV compliant, including technical specifications, components and processes required for PIV interoperability, by October 27, 2006. In order to meet the requirements and objectives of HSPD-12 and FIPS 201-1, the Agency has initiated the EPA Personnel Access and Security System (EPASS). This system will establish a compliant credentialing program that encompasses the full set of badge life cycle activities while enhancing the security of EPA employees and personnel, facilities and Information Technology (IT) systems. The printer shall be compliant with the GSA FIPS 201 Evaluation Program Version 2.0 of June 30, 2006, Card Printer Station Approval Procedure Section 4 and must appear on GSA's Approved Products List at the time of contract award. The printer shall provide edge to edge printing on an Oberthur 64K dual interface card and be capable of single side lamination with a smart chip laminate layout and operate with RSA Security's Card Manager in a networked environment. The printer shall print full color on the card front and black on the card back. Printer shall also perform inline encoding on a dual interface PIV card via the contact interface. The printer shall have a 10/100 Ethernet interface and operate in a networked environment that may have the printer located remotely from the workstation on a LAN/WAN and/or multiple printers operating from a single workstation. Printer shall also provide low printing ribbon detection and notification. The front-side laminate shall provide edge-to-edge protection and shall also support up to four high security holographic elements and support a PIV card life of five years. Pricing for the printer shall include options for two printers with in-line encoding for FIPS 201-1 compliant smart cards, the laminate setup costs to include the options for the holographic security features, and the cost breakdown for purchasing the laminate, color ribbons and other printer consumables in quantities sufficient to support a total of 8,000 cards. Proposal shall also include warranty terms. Pricing shall also include service and maintenance support during normal operating hours (e.g. 7 AM to 6 PM Federal workdays) with a two hour onsite response time. EPA will purchase consumables sufficient for 8000 cards with delivery of consumables taken in batches as required over the course of one year. Any firm believing it has products meeting GSA and FIPS requirements as stated herein may submit a quote, which if received by close of business October 26, 2006 will be considered. Quotes should include references, with point of contact, where the proposed printer/lamination system is used in the printing and encoding of contact smart cards for single site populations over 8,000. This information will be used to determine past performance for offered products. Documented performance data on printing and encoding throughput as well as print failure, lamination failure, encoding failure (both failure to encode and encoding-printing mis-matches) per 1,000 cards printed, Mean Time Between Failure (MTBF), and overall return and repair data is also requested. Responses to this posting must be in writing and submitted to Valen Wade, Contracting Officer at wade.valen@epa.gov by 3:00 pm on 10/27/2006. Late quotes will not be accepted. Quotes will be evaluated based on the products ability to meet the technical requirements in the RFQ, past performance, and price. If the product meets the technical requirements and has an acceptable past performance, then price will be the determining factor for award.
