- This is a notice of intent to negotiate with FCX Systems on an other than full and open competitive basis for a 270/28 VDC Power Supply, power specifications provided by Lockheed Martin, for all models of the F/A-35 aircraft. This Power Supply is for support of the Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland. FCX Systems possesses certain proprietary rights to this power supply, and data analysis techniques (including the data, documentation, software, firmware, and associated information). FCX Systems is the only firm that possesses the specific F/A-35 aircraft expertise, engineering data, facilities, tooling, and special test equipment required to perform the Government?s minimum needs in an accurate and timely manner. Award is anticipated on or before October 27, 2006. This requirement is being procured under statutory authority permitting other than full and open competition, 10 U.S.C. Section 2304(c)(1), only one responsible source and no other supplies or services will satisfy the agency requirements. THIS IS NOT A REQUEST FOR PROPOSALS. Responses to this notice must be made within fifteen days after this notice is posted electronically, and must include the company name, point of contact, address, area code and telephone number, telecopy (fax) number, electronic mail (e-mail) address, and company literature sufficient to determine the capability of the company to perform this effort. Consideration of any responses is solely within the discretion of the Government, generally for the purpose of determining whether to conduct a competitive procurement. To be eligible to receive an award of this requirement, the offeror must be registered in the DoD Central Contractor Registration (CCR) database ? NO EXCEPTIONS.
