NOTICE OF INTENT: The United States Department of Agriculture (USDA), Office of the Chief Information Officer (OCIO), Information Technology Services (ITS) intends to negotiate and award a sole source, fixed price contract utilizing simplified acquisition procedures, which will be awarded to Microsoft Corporation of Dallas, TX for Renewal of Microsoft Premier Support Services (MSPSS). The USDA requirement is for MSPSS to provide technical guidance for the Interoperability Lab (IOL) which supports the Service Center Modernization Initiative (SCMI) and the Common Computing Environment (CCE) for USDA. Since Microsoft applications are used throughout the USDA, only Microsoft Premier Support can provide direct access to Microsoft software developers and proprietary source code for current and future products. Purchasing support from another vendor would not be cost or time effective. The period of performance for the MSPSS will be date of award (Oct 2006) through September 30, 2007. MSPSS will include 2,000 hours of a Support Account Management and Support Assistant time, 1,600 hours of Consultant time for Windows and SMS/MOM, 800 hours for SQL, 1,600 for Platforms technologies, and 400 hours for Exchange, four (4) Microsoft Tech-Net Plus single server subscriptions, four (4) Visual Studio 2005 Professional Edition with MSDN Premium Subscriptions, Hotfix Support, Remote Dial-In, Multi-vendor Coordination, and Onsite Emergency Support. The contractor (Microsoft) shall provide preferred access to Microsoft support professionals 24 hours a day, 7 days a week via telephone or electronically through the Premier Online Support website. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, and the test program outlined in FAR 13.3, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This non-competitive action will be awarded under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-13, NAICS code is 541519. This notice is not a request for competitive proposals. Responsible sources who are interested in this procurement may respond by providing clear and convincing information that identifies their capabilities. Interested contractors must be Microsoft-authorized and certified Premier Support Services providers. Certification from Microsoft must be provided by any interested party. The contractor must be able to provide Tier III/IV technical support. Payment for these services will be made, IN ARREARS. Inquiries will only be accepted by email to the contact person listed below.
