Description
GSA/FTS, Greater Southwest Region intends to issue a combined synopsis/solicitation IAW FAR 12.603 o/b October 11, 2006, for local dial tone services and related features on a month-to-month basis. The contract(s) award(s) shall be two (2) years from date of award with three (3) one (1) year options to extend the term of the contract(s). If all options are exercised by the Government, the maximum contract period will be five (5) years. Providers (local exchange carriers) shall provide the following minimum capabilities: Analog Business Lines with minimum standard features. Additional services will include those the local exchange carrier normally provides to commercial customers. The government intends to secure awards by municipality, area, and/or all cities or areas served by phone companies in the states of Texas/Oklahoma/Arkansas/New Mexico. These awards will be secured for locations not currently covered by the Metropolitan Area Acquisitions for Dallas/Fort Worth, San Antonio, or Albuquerque. The awards made will also not include areas covered by the current Local Services Acquisitions (LSAs) in the states of Texas/Oklahoma/Arkansas/New Mexico. This service is NAICs Code: 517110. For the most part, these awards will be for smaller, less dense, areas. The contract name for the award(s) will be Local Services Acquisition(s) II (LSAII). The state name, i.e. Texas, will precede Local Services Acquisition II to give identity to the contracts for each state. Services sought under this solicitation will be similar to services currently being provided by local carriers in these locations under tariff. The Government intends to award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts. This acquisition is unrestricted and open to both small and large business concerns. The Request for Proposals (RFP) will be issued in the Electronic Posting System (www.fbo.gov) and paper copies will be available. To be considered for evaluation, the offeror must be certified by the state to provide local exchange services. The contracting officer anticipates posting the RFP on or about October 11, 2006 on the Federal Business Opportunities page under solicitation number 7TF-06-0016. Offerors are encouraged to start monitoring this web page on or about this date for the actual release date. Offerors are requested to notify the Point of Contact below via e-mail no later than 3:30 pm CST, Friday, October 23, 2006 if they are interested in participating in the PreSolicitation Teleconference to be held on October 25, 2006 and are interested in providing the phone services in the areas not currently covered by the contracts mentioned above. Offerors must be registered in the Central Contractor Registration (CCR) (www.ccr.gov) to be eligible for this award.
