Description
In accordance with the Federal Aviation Administration Management System (FAA) (AMS) paragraph 3.2.1.3.12, the FAA is conducting a market survey for Voice Switch ByPass component parts. Voice Switch Bypass component parts are listed in Attachment A. The technical description of the component parts are listed in Attachment B. This market survey is issued to ascertain the immediate availability of component parts to support approximately 300 Voice Switch ByPasses currently deployed. This market survey also requests information as to the immediate capability to assemble and test a set of component parts for deployment to an Air Traffic Control facility. The Voice Switch Bypass component parts provide backup to various communications voice switches used by air traffic control personnel at Air Traffic Control Towers and Terminal Radar Approach Control facilities. Please provide a copy of your firm's literature that shows that your firm's existing component parts meet the FAA requirements shown in Attachments A and B and your firm's existing capability to assemble and test a set of component parts. The FAA plans to request bid samples of Voice Switch ByPass component parts for test and operational evaluation in the FAA's existing Voice Switch Bypass operational test bed at the FAA's second level engineering support facility collocated at the FAA Aeronautical Center. These bid samples will ensure backward compatibility and compliance to the baseline technical description. No bid samples are immediately required as a result of this market survey. Bid samples will be requested for delivery at the FAA Aeronautical Center immediately after completion of the technical evaluation of your firm's literature. The Voice Switch Bypass component parts must meet the following generic requirements: - Backward compatibility to the existing FAA Voice Switch ByPass. - Operates totally independent of existing voice switch systems. - Provides direct connectivity between air traffic controller and existing air-to-ground radio communication equipment for primary frequency assigned to that air traffic control operational position. - VSBP component parts activation must be by a positive action by the air traffic controller (insertion of the air traffic controller's headset plug into the Voice Switch ByPass jackbox) - Provides a push-to-talk signal compatible with the push-to-talk requirements of existing primary air-to-ground radio communication equipment system (both local and remote). - Provides an audio path (both transmit and receive) compatible with existing primary air-to-ground radio communication equipment system (both local and remote). - Is capable of manual reassignment and connection of primary air-to-ground communication equipment at existing air traffic control positions. - Provides a transparent interface compatibility with the existing air traffic control facility legal voice communication recorder. - If your firm can meet this requirement, you should provide your firm's literature to the Federal Aviation Administration, Attn: Dana Brooks, 800 Independence Avenue, S.W., Washington, D.C.
