Description
The Transportation Security Administration (TSA) intends to issue a single source contract with Cunning Running Software, LTD of Romsey, Great Britain to provide software that it has previously developed in support of Man Portable Air Defense System (MANPADS) assessments for the TSA Law Enforcement Office. This contract is not a software design contract, Cunning Running, LTD has already created the necessary software for this particular use. The Transportation Security Administration (TSA) has been tasked with the responsibility of securing our nations transportation systems. Particularly, the Office of Security Assessments (OSA) is tasked with securing the commercial aviation community against the use of Man Portable Air Defense Systems (MANPADS). Homeland Security Presidential Directives 5 and 7, the Aviation Transportation Security Act of 2001 (ATSA), and the Intelligence Reform and Terrorism Prevention Act of 2004 require us to conduct MANPADS Assessments at airports of high risk in the United States. Due to the complexity of the assessment process and the intense manpower involved in conducting MANPADS and other stand-off weapons assessments, the Office of Security Assessments has a requirement for computer based analysis software that calculates complex algorithms in order to identify potential launch areas and threat profiles within the footprint of our nation?s airports. The software must consider a variety of weapons system capabilities, geographic information, flight path analysis, and arbitrary map scales. Additionally, it must support mitigation efforts by providing a platform to manage critical resources within a real-time operational environment. The TSA needs this particular software immediately, and Cunning Running, LTD is currently the only vendor available that has this type of software immediately available.
