Description
The National Institutes of Health (NIH) intends to negotiate on a sole source basis with the Association of American Medical Colleges, 2450 N Street, NW, Washington, D.C. 20037. The AAMC is the only known source capable of providing this service because this is a national conference provided by the AAMC. The contractor shall perform inaccordance with the following specifications: 1. The contractor shall enter into an agreement with the Office of Biotechnology Activities (OBA), with the Office of Science Policy (OSP), which is a component of the Office of the Director (OD), National Institutes of Health (NIH)to hold a conference for the enhancement of the protection of human subjects of research by encouraging more innovative use of Institutional Review Boards (IRBs), to maximize the use of scare IRB resources. 2. The contractor shall enter into a co-sponsorship agreement with OBA to help finance this conference. 3. The contractor shall assist OBA in establishing principles and standards of research excellence, conduct comprehensive assessment of risks and benefits, and shall assess its societal impacts. 4. The contractor shall assist OBA, in planning, executing and evaluating a national conference to explore the use of alternative IRB review mechanisms for human subject's research. 5. The contracot shall assist OBA, in planning the conference content,review and approve the final agenda, identify conference attendees, and shall develop program handouts and background material for the conference. 6. The government will develop and implement federal policies and procedures for the oversight and safe ethical conduct of this research. 7. The period of performance shall begin immediately following award and shall continue through Novemeber 2006. This proposed action is for services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotes received within five days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed simplified acquisition requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition.
