Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additonal information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Special Warfare Development Group, Virginia Beach, Virginia has a potential requirement to procure the following: Clin 0001, Vertical Wind Tunnel Training in support of Military Free Fall (MFF) requirements. The Vertical Wind Tunnel Training (VWT) significantly enhances performance for Military Freefall Operations. Manufacturer of the wind tunnel is Sky Venture. The vertical wind tunnel is a 14' diameter chamber. The Vertical Wind Tunnel (VWT) allows combat operatives to train in a controlled envioronment and allows for repetitive training in mission sustainment, research and development, and predeployment preparation. Period of performance is 6-7 November 2006 and 3-9 November 2006 total hours 34. Clin 0002 Vertical Wind Tunnel Training will be conducted within a one-hundred (100) mile radius of the Parachute Tactical Training Facility (PTTF), Marana, Arizona. Instructors and curriculum will comply with parameters specified in training. Instructors must be current with their United States Parachute Association (USPA) must have in excess of 8,000 logged jumps, instructors must demonstrate a high level of competitive and industry achievement; instructors must demonstrate consistent and regular Air Operations instruction in each of the previous two (2) year with United States Military Special Operations Forces. Required disciplines for instruction include the following (a) air-to-air videography; (b) basic, intermediate, and advanced air-to-air videography instruction; (c) basic, intermiediate and advanced vertical wind tunnel instruction; (d) basic, intermediate, and advanced body flight instruction. Period of performance for Wind Tunnel & canopy Control Instructor four canopy instructors and four wind tunnel instructions for the period 6-10 November 2006. Clin 0003, Vertical Wind Tunnel Instructor for basic Military Free Fall Course of Instruction 22-27 October 2006. Clin 0004, Air-to-Air Video for Basic Military Free Fall Course 30 Oct - 10 November 2006 total of five videographers. Clin 0005, AFF Evaluator, USPA Representative for Basic Military Free Fall Course of Instruction for 30 October - 10 November 2006. H92244-06-T-0001 is anticipated to result in a Firm Fixed Price (FFP) contract. Submit written offers; oral orders will not be accepted. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-13, 28 September 2006. North American Industrial Classification Code (NAICS) 611699 applies to this procurement. The DPAS rating for this procurement is DO. This procurement is a small business set-aside. Proposals received after this timeframe shall not be considered for award. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based on price. The prospective offeror must be registered with the Central Contractor Registration (CCR) website at http://www.ccr.gov to be considered for award.
