- The FISC Norfolk Contracting Department Philadelphia announces its intent to issue a solicitation for Management Support Services in support of OPNAV N4?s Sea Enterprise Business Transformation Initiatives. Services required include strategic- and operational- level support of issues regarding current and future Business Transformation Initiatives for Navy organizations, specifically at the Echelon II level. Under the executive level, the following types of support will be required with regards to the Business Transformation Initiatives: Short-term projects, Special studies, Strategic analyses, and High-level briefings. Under the basic level, the following types of support will be required with regards to Business Transformation Initiatives: Data collection, Analytical Support, and Industry Research. This support will be required in four categories of work: Initiative Identification and Scoping of Potential Business Improvement Opportunities, Business Analysis, Implementation Strategies and Plans, Implementation Management and Education. The contractor will provide professional management support services for tasks that are of short duration or that require unique experience that cannot be supported by the existing federal workforce. It is the intent of this office to issued Solictiation N00140-07-R-0002 on 20 OCT 2006 for these services. It will be posted to the following web site: https://www.neco.navy.mil. The government intends to issue multiple awards using full and open competition for Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity type contracts for a base period of one year with four one-year option periods. Orders under the contracts will be competed and could be CPFF or FFP. All interested offerors should get a copy of the solicitation from the web site mentioned above and, if there are any questions about it, direct those questions to Leanne Hanger at leanne.hanger@navy.mil no later than 20 days after the solicitation is released. All offers shall be mailed to the address shown in Block 7 of the solicitation, ATTN: Leanne Hanger, Code 280.A, with a reference to the solicitation number. There is a goal for primes to subcontract at least 10% of this effort to small businesses. The NAICS Code is 541618. Numbered Note 26 applies.
