- The synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division, NSWCDD, intends to purchase, sole source, to valid vendors and resellers of Real Time Innovations (RTI) SOFTWARE LICENSES and annual maintenance and support in the following denominations: a quantity of one - RTI Data Distribution Service 5-User Annual Maintenance and Support Windows; Windows Visual C++ 6.0 Platform, part number 33061-03-100-160; and, a quantity of three - RTI Data Distribution Service Developer Kit Annual Maintenance and Support, part number 33000-03-000-000. In addition, NSWCDD will purchase the following new software license, annual maintenance, and support: a quantity of one - RTI Data Distribution Service HOST PLATFORM - REDHAWK LINUX, part number TBD and a quantity of one - RTI Data Distribution Service HOST PLATFORM - Annual Maintenance and Support REDHAWK LINUX, part number TBD. The additional license will be used at the Naval Surface Warfare Center Dahlgren Division (NSWCDD) to support software and maintenance for W63, Integrated Warfare Systems Lab War, Aegis Open Architecture (OA), CR2 and 7P1R testing and certification. This software maintenance is required to continue mission support for testing and program certification. The Integrated Warfare Laboratory (IWLS) has several RTI licenses that require annual maintenance and support provided by the manufacturer, RTI. This software is required for validation and assisting the development agent with the delivery of Aegis Weapons System (AWS) computer software programs. NAVSEA and Lockheed Martin declared this p roduct to be the tool for real time communications between SPY and other components of the AWS. This is continuing renewal of existing software products. Real Time Innovations (RTI) is currently identified as the only company that produces and supports the product. This is proprietary and cannot be replaced with other off the shelf subscribe products. The equipment will be acquired utilizing Simplified Acquisition Procedures in accordance with FAR Part 13. The closing date will be October 11, 2006 with an anticipated award date of 13 October 2006. The NAICS Code associated with this procurement is 541511. All items quoted must be inclusive of shipping and handling fees. Quotes must include a valid DUNS and CAGE Code. All items will be priced FOB-Destination, Dahlgren, Virginia. Delivery shall be 30 days after receipt of order unless noted on quote a different anticipated delivery time. All warranty and discount information shall be clearly identified in the quote. This acquisition will occur via a Firm Fixed-Price contract. All items shall be delivered and accepted FOB Destination to the Receiving Officer - Bldg 125, Naval Surface Warfare Center, Dahlgren, Virginia 22448, between the hours of 7:00 a.m. and 2:30 p.m. on weekdays. No deliveries will be accepted on Federal holidays. The GOVERNMENT WILL NOT ISSUE A WRITTEN REQUEST FOR QUOTATION AS ALL ITEMS ARE IDENTIFIED IN THIS NOTICE. IF QUOTING GSA SCHEDULE, ALL QUOTES MUST PROVIDE DOCUMENTATION TO INCLUDE SHEDULE AND PAGE NUMBERS OF ITEMS QUOTED. WITHOUT THIS INFORMATION, THE GOVERNMENT MAY NOT CONSIDER YOUR QUOTE.
