Description
The Naval Air Systems Command (NAVAIR-Orlando) intends to negotiate on a sole source basis to Advanced Simulation Technology, Incorporated, (ASTi) of North America, Herndon, VA., under authority of Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Due to the proprietary nature of the hardware and software, ASTi, the design cognizant activity and manufacturer of the F/A-18 Digital Audio Computer System (DACS) and the Telestra, High Level Architecture (HLA) computer used in F/A-18 aircrew and maintenance training devices, maintains the sole engineering expertise required to modify, and deliver Information Assurance (IA) compliant audio communication system simulation computers and software per the requirements of Department of Defense Instruction (DoDI) 8500.2. The requirement is to upgrade the existing DACS and Telestra audio communication computers used in the F/A-18C/D Distributed Mission Training (DMT) devices located at both NAS Oceana, VA., and NAS Lemoore, CA. The contractor shall be responsible for design, fabrication, shipping, installation integration, testing and documentation of the updates. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities, pricing, and any other information, which demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted to the above address (Attn: Caron L. Rigali, Contract Specialist, Code 25314) by 20 October 2006. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than FIVE pages. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government.
