The Department of Defense of the United States of America requires Information Technology Support Services in support of the DoD High Performance Computing Modernization Program (HPCMP), Defense Research Engineering Network (DREN). The proposed contra ct action is 100% set-aside for small business concerns. The Government will require any offeror to provide proof that it (and any affiliates, team members, and subcontractors if they will have access to classified information) holds a current U.S. Facili ty Clearance at the TOP SECRET level in accordance with the DoDD 5220.22, National Industrial Security Program Operating Manual. The anticipated period of performance will be five years. The estimated start date of contract performance is March 8, 2007. A Request for Proposals will be issued under Part 15 procedures. The anticipated award date is February 14, 2007. The two anticipated places of performance are Arlington, Virginia and the contractors site. A Single Award Indefinite Delivery Indefinite Quantity contract is anticipated that will permit Firm Fixed Price and Cost Plus Fixed Fee orders. See government-wide numbered notes 1 and 26. The anticipated North American Industry Classification System code is 541512, Computer Systems Design Service s, with an applicable size standard of twenty-three million dollars. All responsible sources may submit a proposal, which shall be considered by the agency. Portions of this contract will be subject to the Service Contract Act and the place of performance is unknown. Wage Determinations have been requested for Arlington, VA, the Government site, and Charleston, SC, the location of the incumbent contractor, WareonEarth Communications, Inc. The Contracting Officer will request wage determinations for addit ional localities if asked to do so in writing not later than fifteen days after the issuance of the solicitation. The Contracting Officer will make the solicitation available through the AMSCA website at https://www.amsca.atec.army.mil . Verbal requests will not be entertained regarding any information in this announcement. All inquiries must be submitted in writing.
