Description
The United States Army Corps of Engineers, Walla Walla District is conducting a market survey on the availability of potential contractors to provide passive integrated transponder (PIT) tags for research purposes in support of the Walla Walla Distri ct, U.S Army Corps of Engineers. The current contractor is Digital Angel Corporation, 490 Villaume Avenue, South St. Paul, MN 55075, sole-source contractor. Contractors who can provide the U. S Army Corps of Engineers with the passive integrated transpon der (PIT) tag, in accordance with the synopsis listed below, are invited to submit electronically an affirmative written response indicating a bona fide ability to meet this specific requirement listed below: Conduct research studies to determine the survival of out-migrating juvenile and returning adult salmon through the lower Snake and Columbia River hydro-projects. The Walla Walla District plans to purchase passive integrated transponder (PIT) 134 - 136 kH z tags for research purposes associated with the Northwestern Division's Anadromous Fish Evaluation Program. A PIT tag is classified as a sonar reading tag under the Standard Industrial Code #3812 and is subject to radio frequency licensing. National Ocea nic and Atmospheric Administration (NOAA) has verified their compliance with all pertinent Federal Communications Commission and National Telecommunications and Information Administration (Department of Commerce) requirements for radio frequency licensing. Each PIT tag must provide the necessary readability, reliability, high performance standard, and uniquely coded passive integrated transponder tag designed for all detection devices on the Columbia River system, including the development of a PIT tag detec tion system for the Corner Collector at Bonneville Dam. Each tag must satisfy the Corpss requirements without requiring major purchases of new receiver equipment, new design of the Corner Collector technology, or compromised reliability. The supplier must be able to produce and provide large quantities of PIT tags in a short time frame in order to meet delivery dates driven by the timing of out-migrating juvenile salmonids and research activities. PIT tag delivery requirements of up to 50 0,000 PIT tags within two weeks have been required. A delay in PIT tag delivery could delay research a full year with the loss of millions of dollars to the Government. Responses should appear on company letterhead and include, at minimum, affirmation of active registration in the Central Contractor Registration (CCR), your Data Universal Number System (DUNS) number, any applicable qualifications. All responses should include a point of contact, telephone number, and electronic address. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses to this notice will be used to determine the availability of this type of supply. All responsible sou rces may respond to this synopsis and all responses will be considered by the agency.
