Description
This will be an UNRESTRICTED DESIGN-BUILD procurement. The contractor shall furnish all estimates, bids, studies, calculations, designs, scheduling, specifications, investigations, services, procurement, materials, supplies, shipping, construction, inspections, correct defects, startups, training, spare parts, plant, labor, equipment, documentation, travel and coordination with the Government as required for the Design-Build contract for the rebuilding and repair of three pump stations in St. Bernard Parish (Pump Station No. 2, 4201 Jean Lafitte Pkwy., Chalmette, LA 70043; Pump Station No. 3, 37000 Bartolo Drive, Meraux, LA 70075; and Pump Station No. 5, 7701 E. Judge Perez, Violet, LA 70092). This is a two-step Design-Build project. The intent of t his specification is to obtain from the contractor a complete fully functional pumping facility whether or not all system components are contained in the specifications. The pumps will be MWI Hydraulic Pump and Diesel Units complete with controls or appro ved equal. The entire facility will be new except for components specifically identified in the specifications. NAICS: 237990; work is estimated to cost between $5,000,000.00 and $10,000,000.00. RFP will be issued on or about October 30, 2006. Bid open ing date will be established by amendment. Award will be made to the offeror, whose proposal responding to all requirements of the RFP, offers the best value to the Government, considering price and all other evaluation factors. The Design Build procurem ent will be conducted in accordance with the Two Phase selection process authorized by FAR 36.3. One solicitation will be issued covering both phases. Phase One evaluation factors will include: Technical Approach, Specialized Experience, Capability to Pe rform, and Past Performance. The Government will select at least three and no more than 5 of the most highly qualified offerors, as a result of Phase One evaluations, to submit proposals for Phase Two. The Phase Two proposal will include a design proposa l and price proposal. Evaluation factors applicable to the Phase Two proposals will be included in the RFP. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Federal Technical Data Solution s (FedTeDS) system. FedTeDS is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders must register with FedTeDS before accessing the system. Registration instructions can be fou nd on the FedTeDS website (https://www.fedteds.gov) by clicking on the Register with FedTeDS hyperlink. Contractors registered with the Federal Technical Data Solutions (FedTeDS) may view and/or download this solicitation and all amendments from the Inter net after solicitation issuance at the following Internet address:https://www.fedteds.gov/fedteds/start.nsf/frm.vendorlogin?openform&SolicitationNumber=W912P8-07-R-0004. You can also find the link to FedTeDS for this solicitation on the New Orleans Distric t web site at www.mvn.usace.army.mil. Click on Contracts and then Procurement Opportunities. Click on the solicitation number and it will send you to FedTeDS. Type in your username and password. A page will come up and you Accept. The next page will say Solicitation Information, click on file name and begin downloading. Do not click on the paperclip, click on the blue informational line. It may take some time to download the files. Zip files containing .cal drawing files should be downloaded and extra cted together in a single directory. You will need the adobe acrobat reader for .pdf files (www.adobe.com) and the maxview reader (www.maxview.com) for .cal files in order to open most files posted by the New Orleans District. You are advised that FedTeD S currently does not have a Plan Holders List capability. However, you are encouraged, for marketing purposes, to register as an Interested Vendor in FedBizOps (www.fbo.gov). This can be done by clicking on the solicitation title and clicking on the button that says Register as an Interested Vendor and entering your business information. Offerors are also encouraged to post notices of prospective subcontractin g opportunities on the Small Business Administrations Subnet, at http://web.sba.gov/subnet. Offerors must be registered with the Central Contractor Registration (CCR), in order to receive a Government contract award. To register, the CCR Internet address is: http://www.ccr.gov.
