Description
This is a Request For Information (RFI) Only. Air Force Space Command has started the preliminary planning process (P-3) required by Office of Management and Budget (OMB) Circular A-76 dated 29 May 2003 and the Air Force Commercial Activity Policy ? Interim dated June 2006 for Helicopter Life Support at Malmstrom AFB, MT, Minot AFB, ND, F.E. Warren AFB, WY, and Vandenberg AFB, CA. As part of P-3, the team conducts preliminary market research to determine the existence of viable commercial source(s) capable of providing the necessary services and to determine the appropriate groupings of activities as business units. Helicopter Life Support manages and performs inspections, maintenance, and adjustments of aircrew life support and chemical defense equipment. Supervises and conducts chemical defense training and life support continuation training. The scope of operations is as follows: Inspects, maintains, and adjusts aircrew life support and chemical defense equipment such as flight helmets, survival kits, night vision systems, eye and respiratory protective equipment, chemical biological protective oxygen mask, and other types of aircrew life support and chemical defense systems. Issues and fits aircrew life support and chemical defense equipment. Installs and removes aircrew life support aircraft equipment. Uses various types of test equipment such as oxygen testers, radio testers, and other types of testers to conduct reliability testing on aircrew life support and chemical defense equipment. Maintains inspection and accountability documentation on life support equipment issued to aircrews or prepositioned on aircraft. Conducts aircrew life support continuation and chemical defense equipment training classes. Instructs aircrews on equipment use, operation, and capabilities. Teaches aircrew techniques such as emergency egress, combat survival procedures, environmental hazards, and other survival actions. Instructs aircrew chemical defense donning, doffing, and decontaminating procedures. Plans, directs, organizes, and evaluates aircrew life support operational aspects such as equipment accountability, personnel reliability, and other activities necessary to meet operational readiness. Determines facilities, funding, to support unit taskings. Develops and submits budget requirements. Requisitions aircrew life support equipment and supplies. Obtains support from other agencies to maintain life support equipment. All services are required 8 hours per day/5 days a week (excluding holidays). Service provider employees must be U.S. citizens with at least a secret security clearance. Included in this market research is to obtain information on whether Small Business, Small Disadvantaged business concerns 8(a), Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Business and Javits-Wagner-O?Day (JWOD) capabilities are available to provide these services. This sources sought synopsis is published under the North American Industry Classification System (NAICS) code 488190 with an associated Small Business Administration (SBA) size standard of 6.5 million. The 488190 NAICS code best describes the Helicopter Life Support. If as a result of the P3 Competitive Sourcing Decision Package a ?GO? decision is identified, the decision will be synopsized and posted to FED BIZ OPPS. Request companies that are interested in performing the services described above provide an electronic capabilities package to the contracting officer not later than ?? ??? ??. In addition to describing capability to provide the service, ensure the package addresses the following: (1) Provide a summary and customer points of contact on past contracts for similar services. (2) Which, if any, parts of the effort would you likely subcontract rather than using in-house resources and why? (3) Discuss your ability and sources to obtain and retain qualified personnel. (4) Address recommendations regarding selection of NAICS code. (5) Address business size status (to include specific identification as an 8a, HUBZone, or service-disabled veteran-owned small business) based on proposed and/or your recommended NAICS codes. (6) Provide a point of contact for follow-up questions. 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
