Description

The US Maritime Administration intends to award a noncompetitive purchase order using simplified acquisition procedures to Management Systems Consulting, LLC for services in training Marine Surveyors to use a desk audit procedure for performing quality assurance surveillance duties to the extent possible using installed ABS Nautical Systems NS5 software database covering Ready Reserve Force vessels operated under ship manager contracts. Training would be delivered to marine surveryors in Norfolk, VA. This is the only known source for providing the necessary training over a 3-day course period. The intended awardee has unique knowldge and abilities necessary to provide the services. The proposed contract action is for services for which the Government intends to solicit and negotiate with the only source deemed to be reasonably available. This notice of intent is not a request for competitive proposals, but interested parties may identify their interest and capability to respond to this requirement to the Contracting Officer by e-mail only (glen.spears@dot.gov) no later than 2:30 PM ET on the response date shown in this annoucement. This procurement is pending availability of funds and will be processed to the point of award.
