Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the FAR, FAC 2005-13, effective 28 September 2006 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. The NAICS code for this solicitation is 561790 and the small business size standard is 500 employees. The U. S. Coast Guard Yard, has a requirement for the following services. STATEMENT OF WORK: ULTRA HIGH PRESSURE WATER JET BLASTING OF THE #3 TOWER CRANE Contractor services for ultra high-pressure of 36,000 to 40,000 PSI, water jet blasting various angles, beams, supporting structures, and the underside of cab. These areas basically consist of all supporting structures from the underside of the cab down to the tracks. A site visit is recommended as there are no prints available for this structure. Contractor shall achieve a degree of cleaning equal to the NACE or SSPC WJ-2 standard that is similar to SSPC SP-10 or near white blast. The areas listed above contain lead paint. The Contractor shall filter all process water and dispose of all lead contaminants and processed water. 1. The Contractor shall degrease areas before the start of Water Jet Blasting. The Contractor shall remove all coatings from the surface areas described to achieve a visual surface condition of WJ-2. Areas not accessible or conducive to water blasting shall be power tool prepared to a condition of SP-11 to provide 100% paint removal. It is estimated that 10% of the total surface area shall require power tool preparation. The Government Technical Representative shall determine inaccessible areas if any. 2. The Contractor shall provide all services, management, planning, supervision, personnel, vacuum trucks, containment materials, water pumps, etc. to satisfy the requirements set forth in this Statement of Work. On site supervisors of the water-blasting Contractor shall have at a minimum, 12 months of marine paint removal and paint application experience. Documentation of supervisor experience shall be provided to the Government upon contract award. The Contractor shall have personnel experienced in the repair and maintenance of the water pumps and vacuum trucks. 3. Contractor is required to follow 29 CFR 1915(OSHA Shipyard Industry Standard) while performing work at the Coast Guard YARD. The Contractor shall make their employees aware of the dangers from blasting, painting, welding, movement of materials by cranes and working from heights. The Contractor must have an Occupational and Health and Safety program addressing the requirements as it relates to hydroblasting, lead removal and painting. The Contractor must provide personal protective equipment for their employees. The Contractor will be required to work closely with the USCG Yard, Safety Department on any or all environmental and safety requirements. Failure of the Contractor to comply with the above requirements could result in a shutdown of operations. 4. Contractor will be required to be SSPC QP-2 certified. 5. Contractor shall use a water purifier for supplied water if deemed necessary. Contractor shall perform QA testing of water blasted surfaces IAW Coatings and Color Manual (COMDTINST) M10360.3C. Results shall be submitted to the superintendent using the forms that will be provided. 6. The Government will provide staging and a tarped enclosure. Contractor shall install run off containment to capture 100% of process water, paint and solids during blasting operations. Because of the lead paint and the close proximity of the river, the Contractor shall ensure blasting area is secure to prevent contaminates from exiting the containment area. The Contractor shall ensure that the containment area is vacuumed on an ongoing basis, and at the end of each workday. Paint chips must be swept and collected as an ongoing process and disposed of as hazardous waste. Contractor must use a certified hazardous waste site for the disposal of the hazardous waste. Contractor must provide documentation of what hazardous waste site being used. 7. The Contractor shall filter and separate paint and solids from process water to permit disposal of paints and solids in 55-gallon drums. Drums must be marked as to the contents of the drums. The Contractor shall dispose of all water and waste. The disposal facilities must have a permit to treat the water and dispose of all waste. The Contractor is required to provide storage tanks for process water. The storage tanks shall be marked as containing non-potable water. 8. Contractor shall coordinate all work requirements with project manager. The Contractor will be required to work closely with the Governments paint department to ensure good paint adhesion. 9. Contractor shall begin work within 2 days of notification by the Contracting Officer. The designation site is (Crane #3) 2401 Hawkins Point Road, Baltimore Maryland 21226. Work is to begin on or about December 21st and to be completed by January 5th. 10. The Contractor shall provide pump and storage tanks for filtered process water. 11. The Government shall provide fresh water, compressed air, and electrical hook ups. 12. The Government shall inspect all work to ensure compliance with the requirements set forth in this Statement of Work and other applicable specifications. 13. The USCG, YARD normal working hours are from 7:00 am to 3:30 pm. To maintain the schedule provided by the government, work may be required during weekends and outside the normal operating hours at no additional cost to the Government. 14. The Coast Guard YARD shall attempt to remove most interferences from the area to be blasted, however all interferences cannot be removed. The interferences remaining may include gears, electrical control boxes, cabling, etc. The Contractor shall provide and install protective covering around such interferences to prevent water damage. It is the responsibility of the Contractor to ensure all protective covering is adequate for ultra high pressure water blasting. The Contractor shall be responsible for any damages caused by ultra high water blasting. When the work is complete, the Contractor shall dispose of all protective covering. It is intended to award a firm-fixed price purchase order. Place of Performance shall be U.S. Coast Guard Yard, Curtis Bay, Baltimore, MD 21226 on or before 12/21/06 and to be completed by 1/5/07. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. Proposals submitted in response to this solicitation must include: (1) description of service and unit/total prices; (2) proposed performance date after receipt of order in calendar days; (3) taxpayer identification and Dun & Bradstreet (DUNS) number; (4) Contractors full name, address, and telephone number. Contractors shall use ORCA to electronically submit annual Representations and Certifications (Reps & Certs). ORCA is available through the Business Partner Network (BPN) at http://www.bpn.gov. Contractors are no longer required to submit hard copies of their Reps & Certs with each proposal. For contractors to be able to upload their Reps & Certs to ORCA, they must have an active Central Contractor Registration (CCR) record and a Marketing Partner Identification Number (MPIN).
