Description
National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG) plans to procure on a sole source basis, services for the Cancer Genetic Markers of Susceptibility (CGEMS) project with Dr. Phillip Lawrence Kraft, 665 Huntington Avenue, Building 2, Boston, MA. 02115. The North American Industry Classification System Code is 541710 and the business size standard is 500 employees. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.501. The purpose of this procurement is to provide new insights into mechanisms of carcinogenesis and to point the way to novel strategies for meeting the Challenge Goal by accelerating the prevention, early detection, and treatment of cancer. To help meet the Challenge Goal of eliminating suffering and death from cancer, the NCI must capitalize on the extraordinary momentum generated by advances in human genetic research. Contractor requirements: 1) Contractor shall apply coordinated strategies for new genetic and statistical technologies to epidemiologic studies as part of the Cancer Genetic Markers of Susceptibility Project, 2) Design whole genome searches that use a tiny fraction of the DNA collected from the Prostate, Lung, Colorectal and Ovary screening trial cohort (PLCO) in nested case-control studies of breast cancer, prostate cancer, and colorectal adenomas, with a second-stage replication of positive results in the Harvard University cohorts. Period of Performance: Upon award through twelve (12) months with one (1) twelve (12) month option. This effort will help ensure that NCI capitalizes on the enormous potential of the Cancer Genetic Markers of Susceptibility Project CGEMS) and the opportunity at hand to lead discovery efforts in cancer genetics. This project is affiliated with the NCI Cancer Genome Anatomy Project (CGAP). Dr. Phillip Kraft has developed a novel and efficient approach for whole genome scans and has been a central architect of the NCI analysis group and has been an analytical leader for this project. In addition, this novel and efficient approach has been published in the Journal of the National Cancer Institute, 2004 and has been used as part of the analysis plan for the CGEMS. Many NCI decisions regarding this project have been based on the analysis and approach contributed by Dr. Kraft. Dr. Phillip Kraft is the only source known to the NCI that can provide the services needed in order to perform the duties required. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM EDT October 20, 2006. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
