- The USDA Forest Service, Region 5 (California) will soon be soliciting for firms having the ability and skills to adequately provide scientific and professional services contributing to timber sale programs and other land or resource management activities. Work will be at various locations throughout California. Firms are required to have an office in the State of California or vicinity of Reno, Nevada. Firms may partner or joint venture to meet this requirement. Work involves projects in support of, but not limited to, timber sale preparation such as gathering resource data and compiling data into reports for subsequent NEPA analysis by the Forest Service for resource management activities. Logging systems and transportation analysis may be included. Implementation of projects may include locating timber sale boundaries, cruising and designating timber, or identifying sensitive areas such as cultural resource areas, streamside protection buffers, and wildlife features - - while producing appropriate documentation, electronic files, or maps. Work in support of natural resource management may include projects for investigations, assessment and implementation of aspects of ecosystem restoration, road decommissioning, or stream course restoration. Task orders may include surveys involving cultural resources, threatened, endangered, or sensitive species, soils, geology, hydrology, watershed analysis, transportation analysis, and civil engineering inspection or design. Firms will be required to demonstrate a certain level of expertise. Firms must have the capability of performing this work with in-house personnel or demonstrate a successful past performance of managing specialized professional and technical subcontractors or consultants. Approximately four firms will be selected for a basic performance period of one year with (2) one-year renewal options. After award, the selected firms will compete for individual task orders, which range from $5,000 to $200,000 with a vast majority of the task orders costing less than $50,000. The contract ceiling is $900,000 per year, per firm. This is not a guaranteed amount of work. This solicitation is open to both large and small business firms. This is not a request for proposal; this is a pre solicitation notice. The approximate date this solicitation will be available during the week of 10-30-06.
