- The 38 EIG/PKK intends to procure on a sole source basis, local telephone service for 369th Air Force Recruiting Squadron located at 17-A, Laufou Shopping Center, Pago Pago, American Samao. The Air Force has a requirement for nonpersonal services for local telephone exchange services. The proposed contract is for five years. The local exchange service provider shall provide local commercial communications service for location listed of above. Local communications service shall include, as a minimum but not limited to, local access for commercial business lines. This sole source acquisition is justified under Title 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1) and implemented by FAR 6.302. For this acquisition, a concern will be considered small under NAICS 517110 with size standard of 1500 employees. "An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
