Description
Background: The HUBZone Act of 1997, Title VI of Public Law 105-135, enacted on December 2, 1997 (111 Stat. 2592), created the HUBZone Empowerment Contracting Program (hereinafter “the HUBZone Program). Public Law 108-447 requires the Office of Advocacy to review the HUBZone program and provide Congress with the study by May 1, 2008. More specifically, The Office of Advocacy is charged with the task of measuring the effectiveness of the definitions under Section 3(p)(4) of the Small Business Act (15 U.S.C. 632(p)(4)) for the purposes of economic impact on small business development and job creation. The Small Business Administration (SBA) produced a report to Congress in 2002 that evaluated the HUBZone program (https://eweb1.sba.gov/hubzone/internet/general/library.cfm#2). The Office of Advocacy seeks proposals to fulfill this task, with the understanding that the winning bidder will need to demonstrate practical knowledge of the HUBZone program. Data will be available from the HUBZone Program (https://eweb1.sba.gov/hubzone/internet/) at the SBA in coordination with the Office of Advocacy. Questions and answers for this procurement shall commence on July 10, 2006 and end on July 14, 2006. No questions after July 14, 2006. Questions MUST be email to the Contracting Specialist (brenda.mealer@sba.gov). Fax or email proposals will not be accepted.
