Description
Background: According to Wikipedia, human capital is defined as “a way of defining and categorizing peoples' skills and abilities as used in employment and otherwise contribute to the economy.” People improve their human capital through education and participation in the marketplace where others boost up their technological and managerial know-how. The drastic increase in women business ownership exemplifies women’s swelling human capital that has been the bedrock for women’s financial independence and economic prosperity. Two recent research projects highlight the importance of this topic – “The Quiet Revolution that Transformed Women’s Employment, Education, and Family” by Claudia Goldin (http://www.nber.org/papers/w11953) and Enterprising Women: 250 Years of American Business by Virginia Drachman (http://uncpress.unc.edu/books/t-7028.html). The proposed study must define human capital, find data or proxy to measure the stock of women’s human capital, and analyze how the growth of women human capital correlate with the growth of business ownership. Moreover, it would also compare and contrast these findings with results from other groups, such as men and minorities. Questions and answers for this procurement shall commence on July 10, 2006 and end on July 14, 2006. No questions after July 14, 2006. Questions MUST be emailed to the Contracting Specialist (brenda.mealer@sba.gov). Fax or email proposals will not be accepted. Please provide the RFQ number in the subject line of your email for questions. NOTE: THIS PROCUREMENT IS A 100 PERCENT SMALL BUSINESS SET-ASIDE.
