Description
NASA/JSC has a requirement for the continued development of Trick Simulation modeling and facility support, MAGIK software development, intelligent software for learning technologies and onboard applications, spacecraft training and avionics simulation development, on-board training system development, advanced guidance, navigation and control engineering support, vehicle system management software development, systems engineering analyses, and distributed simulation development. NASA/JSC intends to purchase the items from L3 Communications Titan Corporation. L3 Communications Titan Corporation is the architect and developer of the Trick Simulation Environment, Virtual Reality Lab and MAGIK software, and possesses unique capabilities and expertise with the required software suite. L3 Communications Titan Corporation is the current provider of these services to NASA/JSC under a contract with a five-year period of performance ending April 30, 2007. Due to unforeseen program requirements, additional indefinite-delivery-indefinite-quantity (IDIQ) work is required. As such, it is necessary to increase the IDIQ maximum value and to extend the period of performance beyond the original period of performance. A follow-on contract is currently in the process of being recompeted; however, it is anticipated that this process will not be completed until Fall of 2007. The schedule required for a competitive selection for the interim provision of services would result in unacceptable costs and delays to the Government. Extending the Trick Simulation Software and Virtual Reality Laboratory contract to bridge the gap between when the current contract ends and when the follow-on is awarded will (a) enable the contractor to maintain their current level of mission-critical support, and (b) remove any potential adverse impacts to the Government due to a lapse in services to the NASA Johnson Space Center's Automation, Robotics, and Simulation Division. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 17, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
