Description
MARKET RESEARCH - NOTE WORKLOAD OVERVIEW CHANGE FROM N62467-06-D-0150 The Department of the Navys Fleet & Industrial Supply Center, Norfolk, Virginia (FISCN) Ocean Terminal Division (OTD) is conducting market research as part of the preliminary planning phase of a competitive sourcing initiative, in accordance with the Office of Management and Budget (OMB) Circular A-76 as well as the Federal Acquisition Regulation (FAR) Part 10. The purpose of the market research is to seek industry assistance during preliminary planning in determining (1) the appropriate grouping of the shore safety activities as business units, consistent with market and industry structures, and (2) whether there is sufficient industry interest and demonstrated capability to compete for these activities to support a decision to pursue competitive sourcing as a strategic sourcing solution. The Ocean Terminal Division (OTD), located at Naval Station, Norfolk, Virginia, is responsible for the movement, documentation and security of United States Navy (USN) and other Department of Defense import and export cargoes carried aboard USN and commercial vessels. The principal sub-functions of OTD are Shipboard Operations, the operation of a full service Container Freight Station and the provision of all documentation necessary for the on-carriage of export and import general and hazardous cargoes via ocean or surface transportation modes. As part of this preliminary research, the Department of the Navy is soliciting information from interested parties and potential bidders, if such a competition were to take place. The attached questionnaire is a guide as to the type of information required for this market research.
