Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format under Simplified Acquisition Procedures at Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items; and FAR Subpart 13.5, Test Program for Certain Commercial Items; as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as Request for Quotations (RFQ) NLM-07-001-MJK. This solicitation document incorporates provisions and clauses that are in effect in the March 2005 FAR Revision, including all FAR Circulars issued as of the date of this synopsis. This acquisition is a 100% small business set-aside and the North American Industry Classification System (NAICS) code is 541611. It is the intent of the Center for Information Technology (CIT), National Institutes of Health (NIH), to negotiate for professional financial management services to support CIT?s Executive Office. The contractor shall provide expert financial management support required to assist CIT with its operating environment within NIH, the NIH Governance structure, the NIH budget and accounting environment, the official NIH accounting system of record (Oracle Federal Financials), and NIH reporting structures (the NIH Data Warehouse and NIH Business Information System). Assigned tasks shall require strategic and operational financial, budget, and analytical support associated with CIT?s financial management policies, strategies, execution, and reporting. Specific tasks shall include (1) Preparing and analyzing both CIT and NIH Central Services funding and trends; (2) Developing and analyzing policy options for using the NIH Service and Supply Fund (SSF) and Management Fund (MF), (3) Identifying alternatives to ensure that CIT uses its funds advantageously, (4) Analyzing financial and budget issues associated with shared services, (5) Preparing and responding to cost recovery strategies, and (6) Analyzing CIT?s financial and budget requirements for enterprise-wide Information Technology (IT) systems. The purchase order term will be from October 19, 2006 through October 18, 2007, with one 12-month option period. The following clauses and provisions cited herein are incorporated by reference into this solicitation and may be obtained from the web site http://rcb.cancer.gov/rcb-internet/SAP/sap.htm: FAR 52.212-1, Instructions to Offerors ? Commercial (January 2006), and FAR 52.212-4, Contract Terms and Conditions ? Commercial Items (September 2005). FAR 52.212-2, Evaluation ? Commercial Items (January 1999), also applies with the following four evaluation criteria (each having equal value) to be included in paragraph (a) of the provision: (1) Experience managing a working capital fund in a Federal agency, (2) Experience in the private sector as a financial project manager, (3) Experience developing fee for service funding models, and (4) Past performance. An award will be made to the offeror who represents the best value to the Government whereby each of the four evaluation criteria are given equal value and, when combined, are more important than price. Offerors must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items (June 2006), with their offers. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (June 2006) applies to this acquisition as well as the following clauses cited therein: FAR 52.219-6, Notice of Total Small Business Set-Aside (June 2003), and FAR 52.232-33, Payment by Electronic Funds Transfer ? Central Contractor Registration (October 2003). Sources having the ability to provide the professional services described above shall provide clear and comprehensive information supporting their experience, past performance and pricing.
