Description
The following "Specifications" is, hereby, included in the original "Combine Solicitation No. AG-9251-S-06-007, as follows: Specifications Engineering Planning Services Northern Guam Watershed – Irrigation Project 1. Scope a) To initiate and complete planning of an irrigation project according to the Request for Proposals and the references included therein. b) All work to be lead by an experienced engineer with appropriate support from interdisciplinary staff specialists having knowledge and experience in hydrology, geology, biology, agronomy, public policy, economics, archeology, surveying, and other relevant expertise as necessary to successfully complete project as described in Request for Proposals. USDA NRCS National Watershed Manual and the Economic and Environmental Principles and Guidelines for Water and Related Land Resources Implementation Studies. Agency planning requirements under the National Environmental Policy Act and the National Historic Preservation Act will also be followed. Links to relevant documents are given in the Request for Proposals. c) The contractor shall furnish all personnel, equipment, and material required for completing the planning effort. d) The Watershed Plan/Environment Evaluation will be presented in a report according to the format outlined the Watershed Plan Format, Exhibit 2.. 2. Meetings a) A conference between the Contracting Officer’s Representative (COR) and the Contractor shall be scheduled no later than 7 calendar days after contract award to review and evaluate the Schedule of Work proposed by the Contractor. The meetings will take place at the USDA NRCS Conference Room, Suite 301, FHB Building, 400 Route 8, Mongmong, GU at mutually agreed to times (between 0900 and 1600). b) The COR may schedule additional meetings (in addition to the monthly meetings required by the Request for Proposal) with the Contractor after the contract award to discuss any aspects of the watershed planning. c) The Contractor will hold meetings with the project sponsors and others. At a minimum, meetings will be held monthly with project sponsors at a regularly scheduled date. Additional meetings may be required to gather and impart information. The COR will be given at least two (2) working days notice for any additional meetings. 3. Description of Work a) The required work will be as is outlined in detail in the Plan of Work. Deviations from the Plan of Work may be authorized by NRCS in writing. b) The contractor will review accepted NRCS policy and guidelines for watershed planning of irrigation projects. All necessary manuals and handbooks are available at the NRCS office in Mongmong, Guam. c) The contractor will complete an Environmental Evaluation. NRCS will make final determination of the level of NEPA documentation required. d) The contractor will work through the local Sponsors (Northern Guam Soil and Water Conservation District, Government of Guam Dept of Agriculture) to obtain permissions to enter all private lands in order to conduct resource inventories, gather data, conduct engineering surveys, conduct geologic investigations, or for any other reason. e) If cultural resources are discovered during field reconnaissance, contact the COR and the Government of Guam Department of Parks and Recreation Office of Historical Preservation immediately. 4.
