- Description
- Various Electrical Projects Phase 2 (Project B, Project E, Project G). Work is located at the Pacific Missile Range Facility (PMRF) Barking Sands on Kauai, Hawaii. Project B – Repair Kokee Power Plant Deficiencies, PMRF (WR#11536) The work includes: 1. At B779 (PMRF Kokee Power Plant), calibrate Switchgear circuits 14U, 16U, 17T, 18T, and Tech bus KIUC incoming circuit breaker trip units. 2. At B779 and B781 (PMRF Kokee Radar Site), retrofit the original series trip units on the B779 Switchgear station service auxiliary (AUX) and emergency (EMRG), and the B781 Tech Distribution Panel main, circuit breakers low voltage power circuit breakers with solid-state trip units. 3. At B779, replace the existing time overcurrent/instantaneous overcurrent (ANSI device 50/51) and power directional (ANSI device 32R) electromechanical relays for Generators 1, 2, 3, 4, and 5 with new multifunction relay generator protection modules. Project E – Upgrade/Relocate Transformers, B765 & B775, PMRF (WR#11539) The work includes: 1. AT B765 (PMRF Kokee Communications Building), replace transformer NX1 with a new 112.5 kVA, 4.16kV – 208Y/120V pad-mount transformer for the Utility Bus circuit, and installation of a new 112.5 kVA, 4.16kV - 208Y/120V pad-mount transformer for the Tech Bus circuit. Relocation of Tech and Utility loads on respective panels. 2. At B775 (PMRF Kokee Site “A”), relocate transformers NX32 and NX33 away from the path of vehicular traffic. Project G – Replace 12.47kV Switch and Transformer, PMRF (WR#11541) – The work includes replacing the primary unit substation at pad E524, which supplies power to the PMRF Barking Sands Fuel Farm and South Loop support facilities. The NACIS Code for this procurement is 238210 and the annual size standard is $13,000,000. Estimated cost range: $500,000 to $1,000,000. Bidders can view and/or download the solicitation at http://esol.navfac.navy.mil when it becomes available. All interested bidders shall register at the website. No notice of solicitation activity will be provided to interested bidders. Prospective bidders are required to pick up a compact disk (CD) which contains the specs and drawings, at NAVFAC Hawaii, Building A-13, 400 Marshall Road, Pearl Harbor, Hawaii. Call Ms. Kim Fujimoto at (808) 474-9392 from 7:30 a.m. to 3:30 p.m. to coordinate a CD-ROM pick up. CD-ROMs will be available when the solicitation is posted on the E-solicitation website listed above. Large business concerns shall submit a subcontracting plan. Bidders shall submit with their offer a bid bond guarantee in the amount of 20% of the bid price. Bid Opening date is approximate.
