Description

USTRANSCOM/AQ anticipates issuing a Request for Proposal (RFP) for commercial international heavyweight express service pilot program for the United States Federal Government. Express service includes time-definite, door-to-door pick-up and delivery, transportation, in-transit visibility (ITV) to include GTN interface NLT contract start, PowerTrack participation, and expedited customer processing and clearance of packages weighing between 151 and 300 pounds. During execution of the pilot, monthly performance analysis will be reviewed to validate volumes and cost effectiveness, by theater, based on essential mandatory submitted carrier reports of actual data. In order to be eligible for an award an offeror must be a DOD approved carrier and a member of the Civil Reserve Airlift Fleet (CRAF). CRAF membership must be maintained throughout the term of the contract. The anticipated period of performance will consist of a 10-month base period (e.g., 1 Dec 06 - 30 Sep 07), with the option to extend services up to six months.
