Description
The United States Special Operations Command (USSOCOM) seeks a Commercial Off-The-Shelf (COTS) Machine Based Language Translation (MBLT) system capability to provide tactical machine translation. This notice seeks information on MBLT systems that provides the ability to clearly communicate with non-English speaking people. The MBLT system shall provide a one-way, voice controlled, pre-recorded translation system. This MBLT system shall provide a one-way, voice-controlled, pre-recorded phrase translation system. The MBLT system shall be fully programmable, permitting the user to choose languages and phrases to be recorded and have a USB port for easy download languages and phrases. The device shall have removable memory cards or fixed memory with the ability to load different languages and shall have a built in speaker and an audio jack for external loud speaker amplification. These devices need not be true translators; they could simply use voice inputs in English to trigger the output of existing, pre-recorded and translated phrases or questions requiring only a ?yes? or ?no? answer or a hand signal or pointing response. Other system requirements are as follows: Size: 4? x 7? x 2? (maximum); Weight: Maximum 2 lbs; Power: Battery powered (9 volt maximum) with a minimum of 18 hours per battery charge; Transportability: handheld or body-worn; Language(s): Iraqi Arabic, Farsi, Korean, Spanish, Chinese (minimum); Translation Accuracy: 95% (minimum); Translation Response Time: 2 seconds (maximum); Storage: Minimum of 1GB phrase storage capacity for thousands of translations; Durability: Ruggedized to be able to withstand a 6 foot drop on concrete; water and wind resistant, able to operate in wind with fine sand or heavy rain; extreme heat and cold weather resistant; Ergonomic Design: Able to fit comfortably in one hand or suspended from tactical military clothing. All products must meet the requirements for size, weight, power, transportability, languages, translation accuracy, translation response time, storage, durability and ergonomic design. This announcement is NOT a Request for Proposals or Purchase. This is a Sources Sought and does not commit the Government to award a contract under the above listed terms, nor is the Government responsible to pay for samples or information received.
