- NASA/GRC has a requirement for A Scan Mobil Particle Sizing Instrument (quantity required 1 each) NASA/GRC intends to purchase the items from TSI Incorporated. This instrument will function as an element of a larger particle measurement system. This system includes numerous hardware and software elements also manufactured by TSI, Inc. The SMPS described here must be compatible with these other elements, wherein compatibility includes features such as flowrates, pressures, sampling rates and intervals, data formats, and interactive software command and control structures. It is also viewed as essential to have access to manufacturer provided product support that addresses each individual element, but also supports the operability of the integrated system as a whole. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 10/16/2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
