Description
THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool to determine the best value solution for the procurement of Flight Termination Safe and Arm (FTSA) devices. The Naval Air Warfare Center Weapons Division, China Lake, CA is seeking information from potential sources to demonstrate expertise and experience to design and build qualified FTSA devices, to be used in the High Speed Anti-Radiation Missile (HARM) test section. The Government is not obligated to, and will not pay for any information received from potential sources as a result of this Sources Sought synopsis. The Government is not obligated to award a contract based on information received from potential sources. The required FTSA is a test range safety electronic safe and arm device designed for use as part of a flight termination system, which initiates the explosive action which will terminate the flight of the missile when required. The FTSA arms after safe separation is achieved and initiates the explosive action when the terminate command is received. The FTSA shall be designed to include safety features and proven operational reliability to preclude inadvertent arming, firing, or degradation of any explosive component in the explosive system, when subjected to the specified environment requirements contained in document NAWC-CH 3210. Required characteristics of the FTSA include Size: 4.5 x 2.9 x 1 inches, Power: 28 VDC at 0.5 amps, Output: High voltage to Low Energy Exploding Foil Initiator (LEEFI) to the end tip of a Flexible Confined Detonation Cord (FCDC)- the LEEFI is part of the FTSA. The FTSA shall arm based on inputs from: Umbilical separation, acceleration above threshold and safe separation time. The FTSA shall fire when the terminate signal is received from a flight termination receiver. The FTSA requirements are described in documents NAWC-CH 3210 and the Statement of Work. All interested parties are encouraged to respond with an industry qualification package to include a demonstrated knowledge of FTSA devices, proof of capability, experience in the area of FTSA systems, comments about the system requirements specification, and references. Package shall include two copies, singled spaced, with 1 inch margins, and not exceed 10 pages. Drawings, diagrams, or figures may be provided as an attachment to the package to clarify stated capabilities. Proprietary information shall be separately marked. All responses must include the following information: Company name, address, business size, and point of contact's name, phone number, fax number, and electronic mail address.
