Description
The Naval Air Systems Command (NAVAIR) Lakehurst, NJ intends to procure modified Commercial-Off-The-Shelf (modified COTS), lightweight, handheld wire testers and associated technical data for joint-service (Navy, USAF) and Foreign Military Sales Cases. The HAWT is intended for use during unscheduled, on-aircraft, Organizational-level (O-level) aviation maintenance applications where aircraft wiring/cabling integrity diagnosis is required. The Government requires the HAWT to detect and locate faults in aircraft wiring cable assemblies and harnesses, including such faults as opens and shorts, degraded signal paths, and insulation damage on various wire types such as insulated stranded and solid conductors, dual and tri-twisted shielded and unshielded wires, and co- and tri-axial cables. The HAWT must be extremely portable and easy to use by trained aviation maintenance technicians. A five-year Indefinite-Quantity-Indefinite-Delivery (IDIQ) contract is anticipated. Award will be based upon best value evaluation criteria and be granted to the offeror whose proposal is determined to be most beneficial to the Government. The base quantity for the first contract year is expected to be six (6) pilot production test units to be used for Government Technical Evaluation (TECHEVAL) and data item deliveries. Delivery for the pilot production test units will be within six months after contract award. A completed unit will consist of the main unit, test leads/cables, adapters, an exterior protective case, and a pilot production operator/service manual. The contract will provide for step-ladder quantity pricing for up to 425 production HAWTs per year over a four year ordering period, with a projected total contract quantity of up to 1,100 production HAWTs. It is anticipated that deliveries will be f.o.b. destination to the Naval Air Warfare Center Aircraft Division Lakehurst NJ. The Government will require technical and logistics documentation, such as operator and maintainer manuals and training material, including a computer-based training module. In addition, the following data will be required: Interim Support Item List; Engineering Data for Provisioning; Provisioning Parts List; Statement of Prior Submissions; Calibration and Measurement Requirements Summary; Instrument Calibration Procedures Source Data; and Validation & Verification Technical Manual. The solicitation will be posted on the NAVAIR homepage located at http://www.navair.navy.mil. Select Doing Business and then Open Solicitations. Look for amendments on the web page.
