Description
The Bureau of Land Management, as a component of the U.S. Department of the Interior, announces the initiation of an A-76 study of its IT Help Desk functions nationwide. As such, this notice serves as the official announcement of the USDOI/BLM streamlined competition in accordance with OMB Circular A-76, dated May 29, 2003. This A-76 cost comparison study (with Most Efficient Organization) will examine the possibility of converting Government "in-house" operations to contractor operations. A cost comparison to determine the feasibility and economy of converting the following services and related functions performed by Government personnel to contract performance will be conducted. The incumbent service providers provide IT Help Desk to all BLM employees and authorized contractors. The positions performing the work are located in the Washington DC BLM headquarters; the Denver Federal Center, Lakewood, CO; the National Interagency Fire Center (NIFC) in Boise, ID; and the BLM State offices in eleven western States (AK, AZ, CA, CO, ID, MT, NM, NV, OR, UT, and WY) including the Field offices within those States. The IT Help Desk functions primarily include: (1) Receive requests for assistance by e-mail, phone, and walk-up; (2) Ticket creation, tracking, status notification, and reporting; (3) Problem triage, initial diagnosis, classification, and assignment; (4) Assistance that can be provided in-place that does not require administrator expertise; (5) On-site assistance to computers and peripheral devices; (6) Assistance that requires systems, network, or e-mail administrator expertise; and (7) Ensure customer satisfaction by resolving in a timely manner and conducting surveys. Approximately 64 Full Time Equivalents and 28 Contract Man-year Equivalents are affected by this competition. Work assigned to the Federal positions is covered primarily by FAIR Act Activity Function Codes W310 and W410. NAICS 541512 and 541513 are applicable. This is not a request for proposals and in no way obligates the Government to award a contract. Prospective offerors are advised that a solicitation will not be issued if the cost of contract performance is determined to be greater than the cost of in-house performance by Government personnel. No solicitation exists at this time. The cost comparison will be completed by February 16, 2007. This synopsis is issued for informational purposes only.
