Description
The Bureau of Land Management, as a component of the U.S. Department of the Interior, announces the initiation of an A-76 study of its IT Security functions nationwide. As such, this notice serves as the official announcement of the USDOI/BLM streamlined competition (with Most Efficient Organization) in accordance with OMB Circular A-76, dated May 29, 2003. This A-76 cost comparison study will examine the possibility of converting Government "in-house" operations to contractor operations. A cost comparison to determine the feasibility and economy of converting the following services and related functions performed by Government personnel to contract performance will be conducted. The incumbent service providers provide the IT security support to all BLM employees and authorized contractors. The preponderance of the positions being studied are located in the Washington DC BLM headquarters and the Denver Federal Center in Lakewood, CO. Additional positions are spread throughout the BLM State Offices and the National Interagency Fire Center (NIFC) within eleven western States including AK, AZ, CA, CO, ID, MT, NM, NV, OR, UT, and WY. The IT Security functions primarily include: (1) IT Security Policy Development and Training including such tasks as developing/updating IT security policies, procedures and manuals; performing information security training activities; (2) IT Security Systems Monitoring including such tasks as conducting network monitoring, filtering, system scans and penetration tests; performing User access management activities; disseminating, installing, and/or monitoring the installation of security patches; (3) IT System Certification and Accreditation including such tasks as assisting System Administrators in the C&A responsibilities; managing and conducting security testing and evaluation of systems; (4) Risk Management including such tasks as developing, implementing and evaluating IT security risk management and contingency programs; documenting and reporting corrective actions; (5) IT Security and Business Continuity Planning including such tasks as establishing, maintaining and implementing, for IT system, plans for emergency response, back-up operations and post-disaster recovery; (6) IT Physical Security including such tasks as verifying the physical of IT equipment; managing physical controls at facilities that house information systems; and (7) IT Security Program Support including such tasks as developing required reports; reviewing IT security-related purchase requests. Approximately 35 Full Time Equivalents and 30 Contract Man-year Equivalents are affected by this competition. NAICS Codes 541512 an 541513 are applicable. Work assigned to the Federal positions is covered primarily by FAIR Act Activity Function Codes W310 and W410. This is not a request for proposals and in no way obligates the Government to award a contract. Prospective offerors are advised that a solicitation will not be issued if the cost of contract performance is determined to be greater than the cost of in-house performance by Government personnel. No solicitation exists at this time. The cost comparison will be completed by February 16, 2007. This synopsis is issued for informational purposes only.
