This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. II. This solicitation is issued as a request for quote (RFQ). Submit written quote (to include price quote for all options) on RFQ reference number FA2517-06-T-6163 III. This solicitation document and incorporated provisions and clauses are those in effect through Fed Acquisition Circular 2005-12 IV. This solicitation is a Small Business set-aside. NAICS Code is 443120, Small business size standard is $6.5 Million. V. Brandname requirement is based upon the authority FAR 6.302-1(2)(C)(ii) which allows for the purchase if it is considered a follow-on contract for the continued development of a system when the award would result in duplication of cost. This is true in this case as the purchase of this switch is to upgrade the NORAD/NORTHCOM (N-NC)/J625 Trusted Information Exchange (TIE) NIPRNet Portal Project. All the equipment currently in the switch room (approximately 500 plus pieces of equipment), is EMC Brand. Integrating a different switch with the EMC switches will: Decrease performance, stability and reliability; require approximately $200K of retraining of Air Force and contractor operators/maintainers; would require an additional support and maintenance contract; would increase the likelihood of downtime; will increase the risk of compromise of the NORAD/NORTHCOM mission. FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. The Government will award a contract based on lowest responsive offeror. X.
