- The proposed contract action is for supplies and service for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received NLT noon, Saturday, 30 September will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The requirement is for one (1) standalone badging system using Diamond 1 Software. 1. This request is for the purchase of a Stand Alone Badging Machine, as authorized under FAR 13.106-1(b)(1). a. The stand alone machine is an Infographics based system with Proprietary Diamond 1 software. This equipment is not available by other vendors. This requested system is compatible with 21st Security Forces Squadron and the HQ AFSPC systems currently used. b. This vendor is unique in that they service the two existing systems and have the necessary equipment and proprietary Diamond 1 Series licensing, installation and training ability to ensure proper system operation. c. A search for additional vendors was conducted; however, due to the proprietary nature of the Diamond 1 Software, the training, installation and services along with compatibility with multiple base systems Faith Enterprises only vendor capable of providing necessary service. d. Faith Enterprises is certified to use Diamond 1 Software. Because of its compatibility with current systems, maintenance, and longevity it will provide our Peterson AFB host command with smooth continuous operation. The overarching benefits of this compatible system will ensure zero work stoppage in the future, allowing NORAD/USNORTHCOM to become self sufficient as well as remain in sync with our host in the future.
