Description
This is a combined SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES prepared in accordance with the format in FAR Subpart 13.5, as supplemented with additional information included in this Notice. This announcement constitutes a request for quotation and is the only solicitation that will be issued; NO WRITTEN SOLICITATION WILL BE ISSUED. The Solicitation number is DTFH57EA-07-Q-00001 and is issued as a Request for Quotations (RFQ, incorporating provisions and clauses in effect through Federal Acquisition Circular 2005-12. COMPETITION IS LIMITED TO THE ALBUQUERQUE, NEW MEXICO, March 4-9, 2007. LOCATION AND TIMEFRAME IS NOT NEGOTIABLE. The North American Industry Classification System (NAICS) Code is 721110 and the small business standard is annual average gross revenue of $6.5 million for the last 3 fiscal years. THIS IS AN UNRESTRICTED PURCHASE, NOT LIMITED TO SMALL BUSINESS ONLY. The contract line item is: Federal Highway Administration?s National Field Conference, March 4-9, 2007 in Albuquerque, New Mexico. The National Field Conference is for the training and networking of the Division Office Generalist Engineer. The services required by FHWA include, but are not limited to: a hotel with the ability to accommodate 300 sleeping rooms during the week of March 4-9, 2007 in Albuquerque, NM. The hotel must accommodate everyone within a single hotel and the Government per diem rate for FY2007 ($70.00 per night) must be offered. A general session will be held for the first day and ? of the second day and the meeting space for this session must be able to hold 300 theatre style. For the remaining 3 and ? days a minimum of 10 breakout rooms must be available during the day and evening hours. Each breakout room must be able to handle a minimum of 30, classroom style. It is anticipated that a formal luncheon will be served each day; therefore, the hotel must be able to accommodate a luncheon of 300 while maintaining the breakout room format. The general session and the breakout rooms must be part of the hotel where the attendees are staying. The facility must be located in an area that can support a group of 300 with restaurants and outside activities. The following Federal Acquisition Regulation (FAR) provisions provide information on proposal submission and evaluation: FAR Clause 52.212-1, Instructions to Offerors B Commercial, and FAR 52.212-2, Evaluation B Commercial. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used by the Government to evaluate proposals: Ability of the hotel to meet all requirements above; Past performance of the hotel; Condition and overall appearance of the facility. Conditions Required to Implement Statutes or Executive Orders. RESPONSES ARE DUE NO LATER THAN 3:00pm EASTERN DAYLIGHT TIME ON OCTOBER 16, 2006. Responses shall include sufficient documentation to show the Ability of the hotel to meet all requirements above; Past performance of the hotel; Condition and overall appearance of the facility, as well as pricing for the sleeping rooms (to be paid by individual travelers), meeting room rental, audio/visual pricing and catering services. Responses shall also include any cancellation/attrition policies; as well as the Federal Tax ID number, DUNS number, business size, and correct mailing address for the purchase order.
