Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 1019-631753 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 334119 with a small business size standard of 1,000 employees. This requirement is unrestricted and only interested offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Friday, September 29, 2006 at 17:00:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Washington, DC 20520 The Department of State requires the following items, EXACT MATCH ONLY, to the following: LI 001, HP ProLiant DL385 2.4GHz Opteron 280 Processor, 2-Way, 1GB RAM, SCSI, Hot-Swap, No Hard Drive, CD-ROM, 10/100/1000 Ethernet, 2U Rack MFG#: 399684-001, 4, EA; LI 002, HP CD-RW / DVD-ROM drive CD-RW / DVD-ROM, internal, IDE MFG#: 331903-B21, 4, EA; LI 003, HP Universal Ultra320 SCSI 146.8GB hot swap 10000 rpm hard drive Hard drive - 146.8 GB - hot-swap - 3.5" - Ultra320 SCSI - 10000 rpm MFG#: 286716-B22, 14, EA; LI 004, Kingston memory - 4 GB ( 2 x 2 GB ) - DIMM 184-pin - DDR Memory - 4 GB ( 2 x 2 GB ) - DIMM 184-pin - DDR - 400 MHz / PC3200 - CL3 - 2.6 V - registered - ECC MFG#: KTH-DL385/4G, 12, EA; For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on www.FedBid.com. C) Seller is providing these products via HP authorized channels for new equipment Federal sales. D) Full HP warranties will be provided and none of these products will have a negative impact on the warranties of associated system components. *The Vendor may not substitute any item listed on this order without prior written approval by the Contracting Officer. *No other individual is authorized, either verbally or in writing to change part numbers, manufacturers, quantities, delivery dates or any other specification of this award. *Items that do not conform to descriptions and part numbers found in Block 17 will be rejected at the time of delivery causing a return at the Vendors expense. *Items received must adhere to the configuration as submitted and approved by the PMA Lab. *Vendors must deliver to the configuration as tested and approved. *Items not in compliance will be returned to the Vendor at no additional cost to the Government and comments will be noted to Vendor Performance. *Random Quality Assurance will be conducted to ensure Vendor/Manufacturer conformance. The Application Program Division (APD), Department of State (DoS), is processing this acquisition at the request of the Bureau of Information Resource Management, Program Management and Analysis Program (IRM/OPS/PMA). This Justification and Approval (J&A) on a brand name only basis is for the use of HP servers. The use of a brand name description is essential to the Department of State infrastrcture requirements, and the use of this vendor meets the availability and support requirements of this project. The DoS ITCCB has identified the HP DL38x series servers as an approved component of the Department's information processing system. Equipment listed above is required to support the electronic country clearance (eCC) application due to be fielded in Q2 2007. The 42 USC 253(c)(l) and FAR 6.302-1 are cited at the statutory authority. The products identified by brand name herein have been determined to be the only items that meet the Department's requirements as a key component of the Department's infrastructre. The vendor selected above has demonstrated an ability to deliver this equipment within the timeframe required by the customer. The HP DL38x series has undergone test and assessment, evaluation and ESOC and BIMC installation and received final approval from the Department of State IT Configuration Control Board.
